Alright, so I'm pretty happy regarding this issue, because I've been able to successfully narrow down the cause to only one variable.
The trigger is whenever any USB device is plugged into the PC. Regardless of being a flash drive, keyboard, Bluetooth receiver, etc. The trigger is anything USB to any of the USB ports. If a USB device is already plugged in prior to turn on the PC, then the RGBs will turn on and stay on. However, if you unplug something USB, and then plug it back in, the RGBs will turn off. If I plug anything into any USB port after the PC is on, RGBs will turn off.
I have tried unplugging and plugging back in HDMI, Display Port, and Aux out. None of these had any adverse effect on the RGBs.
These RGBs are all controlled using Asrock RGB Sync software, seeing as the motherboard is a Asrock x570 taichi. The RGBs are located on the motherboard, and on the fans (5v RGB). All of the fans are daisy chained and lead to one 5v RGB header. There is only one 5v RGB header on the Taichi motherboard.
Any helpful ideas of fixing this issue would be greatly appreciated! My next guess is that this issue is BIOS related, going to head in there next and tinker around a bit.
